State Authorization Samples

Sample Letters of Inquiry to States
Institutions have taken a variety of approaches in contacting regulatory agencies about the requirements to be approved in each state. In talking with the regulators, they tend not to like the open-ended letters that ask "tell us what to do." If you are seeking a response, you should first read the state's regulations and then ask specific questions based upon what you are doing or think you might do in that state, such as:
- We plan to enroll students only online in your state. It appears that we do not need any approval in your state. Is that correct? If not, what should we do?
- In reviewing your regulations, we believe that we are exempt in your state for the following reasons (list reasons). What is the process for obtaining an exemption?
The following are sample letters submitted to us. We appreciate their willingness to share:
Universities:
- Central Connecticut State University.
- Lamar University.
- Regis University: Regis chose a simple "tell us what your requirements are" approach without providing many details about the current state of our presence in their state. It has worked well so far and states are responding in 1 week to 10 day windows.
- Youngstown State University.
Systems or Consortia:
Sample Wording Regarding an Institution Not Enrolling Students from Some States
We are not suggesting the following as wording that we would recommend, but as samples that we have found:
Not accepting students from specific states:
- Minot State University.
- Charter Oak State College.

General statements about not accepting out of state students.
