A Conversation about the UPCEA/WCET Survey Results

State authorization is a topic near and dear to the heart of every institution providing online education. In July, the University Professional and Continuing Education Association (UPCEA) and WCET partnered to produce and administer a survey to evaluate how the state authorization issue was affecting institutions and how they are responding to the federal requirement to comply with state regulations where they serve students.

230 institutions from the UPCEA and WCET memberships responded to the survey's 17 questions including:

  • Excluding your state, in how many other U.S. states, territories or protectorates do you offer online or correspondence courses?
  • Are there states from which you now believe you can no longer accept students?
  • Why haven't you or someone in your organization applied for approval in any U.S. state for your online or correspondence course?

The responses shed some light on how institutions are handling (or not handling) authorization, estimated costs to comply, and whether or not seeking authorization in a state is cost prohibitive. The survey results also illuminate which states numerous institutions will not be seeking authorization due to extensive application processes and steep fees.
