Tony BatesTony Bates, Author
The author of multiple books on educational technology, online, and distance learning, Bates’ most recent work is Teaching in a Digital Age. A lifelong educator in the United Kingdom and British Columbia, Canada, Bates has been at the forefront of education technology and the development of online coursework. He has also worked as a consultant, specializing in advising universities, colleges, and government agencies on strategies for online and blended learning. In this role, Bates worked with more than 50 universities and colleges, and several governmental agencies, in Canada, the USA, and Europe, and has consulted worldwide with the World Bank, UNESCO, and the OECD.

Shannon RiggsShannon Riggs, Author and Executive Director of Academic Programs and Learning Innovation, Oregon State University Ecampus
Shannon Riggs is the author of Thrive Online: A New Approach to Building Expertise and Confidence as an Online Educator. Active nationally in the field of online education, Riggs regularly presents at conferences and has written for publication about online course development, faculty development, leadership, and innovation. She is active in several national online education organizations and is a member of the WCET Steering Committee. Riggs currently serves as the executive director of academic programs and learning innovation for Oregon State University Ecampus. She is an avid quilter, dog walker, and a fairly new member of the grandma club.


Russ PoulinRuss Poulin, Executive Director, WCET
Russ Poulin leads WCET, the WICHE Cooperative for Educational Technologies, which focuses on the practice, policy, and advocacy of technology-enhanced learning in higher education. WCET’s members hail from all fifty states and a few from Canada. As WICHE vice president, he advises on policy and projects for the regional higher education compact. Poulin represented the distance education community on federal negotiated rulemaking committees and subcommittees. He has received recognition from the Presidents’ Forum, Excelsior College, and the National University Technology Network for his contributions to policies for technology-enhanced postsecondary education. Poulin received a bachelors from the University of Colorado Denver and a masters from the University of Northern Colorado. He is also partial to movies, cats, and his wife, Laurie.
