Navigating the Defense MOU and State Laws
All educational institutions must sign the revised Department of Defense (DoD) Voluntary Education Partnership Memorandum of Understanding (MOU) by September 5, 2014, if they wish to offer Tuition Assistance (TA) to their students in the military. The MOU covers a wide variety of criteria that the signatory college must agree to follow for it to be eligible to issue Tuition Assistance funds. The first part of this webinar will offer a summary of the MOU and will address questions that college representatives have posed, such as, policies and documentation surrounding return of unearned TA, tuition rates, state authorization, and good faith. The second part of the webinar will focus on how colleges can better navigate and manage the state authorization process in regard to military students. Discussion will focus on some of the more complex physical presence triggers in multiple states and working with and understanding the state authorization process as it relates to military installations.
