Profiles of Digital Learning Systems and Leaders

Systems and consortia of multiple institutions often contain a unit or service that promotes the collaborative use of digital learning across the member campuses. Through collaboration, educators can accomplish more than they could on their own, enjoy economies of scale, and provide courses and services to students that would not otherwise be possible.

For the systems and consortia that are WCET members, we asked them to provide a brief statement describing their organization. They were also asked to highlight collaborative efforts in digital learning that they were facilitating across member institutions. The California Virtual Campus – Online Education Initiative (CVC-OEI) is a state-wide initiative to assist students in accelerating completion of their educational goals by increasing access to high-quality online courses, degrees, and certificates offered by the California Community Colleges (CCC). The University of Colorado plays a profound role in the lives of individuals, businesses, and communities throughout Colorado, across the country and around the world. The services offered by FLVC are an integral part of Florida’s education community. FLVC provides critical educational support services utilized by all public postsecondary institutions within the Florida College System, the State University System (SUS), and K-12 school districts.

The Board of Regents, a state agency created by the 1974 Louisiana Constitution, coordinates all public higher education in Louisiana. The Board began operations January 1, 1975, succeeding the Coordinating Council for Higher Education.

The 15 volunteer members of the Board of Regents are appointed by the Governor to six-year, overlapping terms, with at least one (but not more than two) Regents drawn from each of Louisiana’s seven Congressional districts. In addition, the Louisiana Council of Student Body Presidents appoints one student member as its representative on the board.

The Louisiana Community and Technical College System (LCTCS) provides strategic management and support for Louisiana’s 12 community and technical colleges. LCTCS colleges award associates degrees, technical diplomas, and industry-based certificates in programs aligned with business and industry and local economies, which lead students to good in-demand, high-wage jobs. Massachusetts Colleges Online (MCO) is a collaborative of public state higher education institutions involved in the design, delivery, management, and assessment of online, blended, and other technology-mediated learning formats. Launched in 1999, MarylandOnline (MOL) is one of the country’s most longstanding state online education consortia. With 20 member colleges and universities, MOL’s mission is to promote online education in Maryland and support member institutions through expertise, networking, and advocacy.

MarylandOnline’s activities and services include an annual professional development webinar series; the MOL Leadership Institute (MOLLI); the MOL Seat Bank; and the MOL Database of Online Learning Information (DOLLI).

Throughout its history, MOL has fostered collaborative projects and programs among its members. Some projects, such as the early training of 4,000 Maryland faculty to teach online and the creation of Quality Matters, have earned state and national recognition.

The University of Maine System (UMS) is the state’s largest educational enterprise with seven universities, multiple campuses and course sites, and the Maine School of Law, collectively serving more than 30,000 students. Great Plains IDEA is a nationwide consortium of nineteen public universities, offering online undergraduate/graduate degrees and certificate programs in human sciences and agriculture. The Online Consortium of Independent Colleges and Universities (OCICU) is a virtual academic consortium in which member institutions collaborate in sharing online, credit-bearing courses and programs. The OCICU connects universities in the first online consortium of like-minded institutions. Through the OCICU, member institutions are able to draw upon each other’s expertise in various coursework fields, thus expanding their offerings to their students. Member institutions make available to its students online courses offered by other members. All consortium members are regionally accredited, independent, not-for-profit, and liberal arts. The State Council of Higher Education for Virginia (SCHEV) is the Commonwealth’s coordinating body for higher education. SCHEV was established by the Governor and General Assembly in 1956. Then as now, our mission, which is outlined in the Code of Virginia, is “to advocate and promote the development and operation of an educationally and economically sound, vigorous, progressive, and coordinated system of higher education in the Commonwealth of Virginia and to lead state-level strategic planning and policy development and implementation based on research and analysis.
