In July 2024, WCET launched a survey in collaboration with the State Authorization Network and NWHEAT (a collaboration of the Northwest Academic Computing Consortium and the Orbis Cascade Alliance). The goal of the survey was to assess institutional awareness of the U.S. Department of Justice’s final rule on accessibility of web information and services—effective for most public institutions in April 2026—which requires state and public entities, including higher education, K–12 institutions, libraries, and agencies, to meet specific technical accessibility standards with only five narrow exceptions.
A follow-up survey conducted in October 2025 shows substantial progress: awareness increased from 81% to 97%, and 95% of institutions are taking action (up from 61% in 2024), with many moving from planning to implementation.
